Paving the Lake Area
Asphalt paving in Lake Charles means working in a city that has rebuilt more than once. Founded on the Calcasieu River, it was incorporated as the town of Charleston on March 7, 1861 and reincorporated as the City of Lake Charles on March 16, 1867. The Great Fire of April 1910 destroyed much of downtown. Hurricane Rita heavily damaged the city in 2005, and in 2020 Laura and Delta hit within six weeks of each other. Laura's winds blew down about half of the city's mature trees and blew out windows in the Capital One Tower, which was finally imploded in 2024.
A growing city
Lake Charles grew from 41,272 people in 1950 to 77,998 by 1970, dipped through the 1980s and 90s, and then rose to 84,872 in the 2020 census on the strength of petrochemical construction and the casinos. About 61 percent of homes are owner-occupied, with a median value of $214,300 (Census, 2020-2024). That mix means older driveways in established neighborhoods like the Charpentier District and newer ones in south Lake Charles subdivisions.
Water everywhere
The city sits on a level plain about 30 miles from the Gulf, around 13 to 15 feet above sea level, bordering Lake Charles and Prien Lake, with Contraband, Henderson and English bayous running through it. Annual rainfall averages close to 60 inches, and morning humidity averages 90 percent. Every driveway we build here is planned around moving water.
The culvert permit
Inside city limits, culvert work starts with a $30 non-refundable permit. You stake the location; Public Works Engineering inspects it and sets the pipe size, grade, length and catch basin location, then mails the approved application. Engineering must be called two days before backfilling, and a final inspection closes the file. Owners may apply only for a driveway permit up to 25 feet, subsurface drainage permits must come from a licensed contractor on the city's list, and the work must be finished within 90 days or the permit is void. Changing a driveway's location or size in the right-of-way needs written permission from Engineering. The Permit Center is at 326 Pujo Street.
Bridges and traffic
I-10 crosses the Calcasieu River Bridge, which carries about 50,000 vehicles a day, and I-210 loops south over the Israel LaFleur Bridge with about 40,000. US 90 and US 171 add more. Commercial lots near those corridors, the port and the casinos see heavy traffic and need heavy-duty entrances.
What we see most
- Driveways damaged by debris trucks and floodwater after Laura and Delta
- Culvert crossings that have sagged
- Older driveways in central neighborhoods with worn-out bases
- Lots that need resurfacing, patching and restriping
Our process here
We visit, measure, check drainage and the culvert, and give you an itemized quote. If culvert work is needed, we handle the staking and coordinate with Engineering on grades and inspections. Most driveways take a few working days plus permit time.

Lake Charles Questions
How long does the culvert permit process take?
It depends on Engineering's schedule for the site inspection. We stake the location, plan our base work around it and call Engineering two days before backfill.
Can I build a driveway wider than 25 feet?
Owners can apply only for driveway permits up to 25 feet. Changes to location or size in the right-of-way need written permission from Public Works Engineering.
My driveway was damaged by debris trucks after Laura. Can it be repaired?
Often, with saw-cut patches and edge rebuilding. If the base is broken across much of it, replacement makes more sense.
Who removes the curb for a new driveway?
The city says curb removal for driveways is the homeowner's responsibility and requires a permit. We include it in the plan.
Do you work in the Charpentier District?
Yes, with care around older walks, trees and landscaping.
